環境

- Cloud Volumes ONTAP（CVO）
- Amazon Web Services（AWS）
問題
- CVOはAWSコンソールからのインスタンス信頼性チェックに失敗し、次のエラーが表示されます。
Instance reachability check failed
Attached EBS reachability check failed
- CVO server.logで次のエラーが表示される：
com.netapp.oncloud.metadata.InvalidMetadataException: Could not determine configuration for vsa xxxxx, region xx-xxx-01. License not found in the cot manifest
