BlueXP Azure Marketplaceの導入後にローカルUIでプロキシのセットアップが失敗する

BlueXPコネクタ（3.9.30）
問題
- BlueXP Azure Marketplaceの導入環境で「Service Unavailable、
- サーバログは見つかりませんでしたが、terraformを使用したコネクタのデプロイ中にサービスマネージャログが以下のエラーをスローします。
