vCenter のログインがエラー 503 で失敗します

環境

VMware vCenter 6.x / 7.x

問題

vCenter にアクセスしようとすると、次のエラーメッセージが表示されます。

503 Service Unavailable (Failed to connect to endpoint: [N7Vmacore4Http20NamedPipeServiceSpecE:0x00007fb7d00200a0] _serverNamespace = / action = Allow _pipeName =/var/run/vmware/vpxd-webserver-pipe)

サービスコントロールを使用してサービスを開始すると、次のように表示され

Service-control failed. Error: Failed to start services in profile ALL. RC=1, stderr=Failed to start vapi-endpoint, vpxd-svcs services. Error: Operation timed out

/var/log/vmware/vpxd-svcs/vpxd-svcs.log 次のようなエラーが表示されます。
