OnCommand Unified Manager Core (DFM) monitor and eventd services are not started

Issue

After installing OnCommand Unified Manager Core, any controllers that are added are not updating. Upon further investigation, it is seen that the eventd and monitord services are not running and will not stay started.

Messages similar to the following are seen in the logs:

dfmeventd.log

Sep 04 06:07:51 [dfmeventd: INFO]: [3794558:0x7fc0efef07c0]: starting event service
Sep 04 06:07:51 [dfmeventd:ERROR]: [3794558:0x7fc0efef07c0]: eventd could not find port to listen in range 49152-65535 after 25 retries
Sep 04 06:07:51 [dfmeventd:ERROR]: [3794558:0x7fc0efef07c0]: Could not initialize server socket

dfmmonitor.log

Sep 04 06:07:51 [dfmmonitor: INFO]: [3794560:0x7feae76ff7c0]: Starting monitoring.
Sep 04 06:07:52 [dfmmonitor:ERROR]: [3794560:0x7feae76ff7c0]: Error while sending event dfm.license.limit:ok: Cannot contact the event server
Sep 04 06:07:52 [dfmmonitor:ERROR]: [3794560:0x7feae22d6700]: monitor could not find port to listen in range 49152-65535 after 25 retries
Sep 04 06:07:52 [dfmmonitor:ERROR]: [3794560:0x7feae22d6700]: Could not initialize server socket

Logs are located in:

Linux: /opt/NTAPdfm/log

Windows: <install_path>\NetApp\DataFabric Manager\DFM\log
