リソースグループを編集または作成すると初期化時にハングし、「Nested exception is java.net.SocketTimeoutException: Read timed out」というエラーが表示されて失敗する

リソースグループを編集または作成すると初期化時にハングし、次のエラーが表示されて失敗します。
