ifgrpメンバーのデータイーサネットポートリンクが停止しています

問題
- データポートリンク停止イベント。例：

- 問題 は再装着後も残ります
- 問題 のポートはup-admin down/upのままです
- 問題 は、スイッチ側からポートshut/no shutが設定されたままになります
- 問題 にはifgrpへのポートの追加/削除は引き続き行われます
- ポートは別のSFP+で正常に動作
