CONTAP-221384：スイッチのISLを取り外したあとにSNMPアラートが送信されない。
問題
After unplugging the ISL, the following alert is generated in ONTAP, but no SNMP alert is sent out:FR11BST1::> event log show Time Node Severity Event

Once it's reconnected, an hm.alert.cleared is received in ONTAP, and a SNMP alert is sent out.
