アップグレード後 cpeer.xcm.update.warn：ピア ネットワーク情報の定期更新に失敗しました

問題
- アップグレード後、これらの例のようなメッセージがEMSログで確認されます
cluster peer ping highlights unstable communication with the peer cluster. cpeer.xcm.update.warn: Periodic update of peer network information failed.The following operations are incomplete: discovery failure.cpeer.unavailable: Peer cluster netapp TELECOM is no longer available注： アップグレードの前後に、ネットワーク側に変更が加えられていません
- 一部のピア IP アドレスが到達不能でした
- 宛先側の TCPDump で見られる多数の「不正な形式のパケット」
- 宛先側の CSM カウンタの数が多い
- ICMP 要求が表示されます（応答が見つかりません！）
