VMware vCenter / ESXiのパフォーマンスデータがOnCommand Insight / Unified Managerに表示されない

環境

• OnCommand Insight 7.3.x （OCI）
• ActiveIQ Unified Manager 9.7以降（UM）
• vCenter 6.x / ESXi

問題

• VMware vCenter / ESXiホストのパフォーマンスデータは収集されず、OCIまたはActiveIQ Unified Managerの[VMware]ページに表示されません。
• OCIのエラー

 "No virtual servers were reported by the foundation"

• Unified Manager UIのエラー： 

  "The vCenter performance counter is disabled. Enable the performance counter in vCenter to view the performance metrics of the VM. "

• Unified Manager au.logのエラー
