いいえ。iowait のCPU利用率は、ノードの運用停止の最初の期間だけ増加するわけではありません。プロセス全体を通して高いままです。

運用停止中、このノードのiowait のCPU利用率は最大で5倍（10~50%）増加し、ディスクシステムがボトルネックになっています。
