ONTAP-34095：MetroCluster構成でライセンスが異なるとCRSが機能しなくなることがある

問題

MetroCluster 構成では、一方のクラスタにライセンスが存在し、もう一方のクラスタにライセンスが存在しない場合、構成レプリケーション サービス (CRS) の障害が発生し、次のようなエラー メッセージが表示されることがあります。
Unrecoverable error during configuration replication, requires manual intervention. Error: You do not have a valid license for "FCP". Reason: Package "FCP" is not licensed in the cluster.
