ソースクラスタが停止しているか、クラスタ間LIF経由で接続できません

問題

デスティネーションStorage VMのアクティブ化が次のエラーで失敗します：

Failed to contact peer cluster "cluster2" at addresses: 192.168.0.221, 192.168.0.222. RPC: Remote system error [from mgwd on node "cluster1-01" (VSID: -1) to mgwd at 192.168.0.221, 192.168.0.222]
