新しく導入したクラスタでは、ONTAP System Managerでアグリゲートをプロビジョニングできない

問題
- ONTAP System Manager を使用してノード 1 またはノード 2 のどちらかからアグリゲートをプロビジョニングできません。
- ストレージの準備がエラーで失敗します：
Job failed to complete. Reason: No recommended aggregates could be created. Failed to provision aggregate on nodes: <NODE>.
- 手動プロビジョニングはONTAP CLIを使用して行います。
