CMCCTB-87：災害時のスイッチオーバーの失敗（災害またはユーザ入力なし）
問題
- Call home for switchover vetoedが表示されるが、スイッチオーバーは試行されない：
Call home for METROCLUSTER SWITCHOVER VETOED- すべてのノードがオンラインであることを示すエラー：
Node_1 (overridable veto): Both DR partner nodes are online. Either shut down the remote nodes manually, then try the command again, or use the "-override-vetoes" parameter to force the remote nodes to shut down.- 監査ログには、CLIコマンドが実行されていません。
- Tiebreakerのログにはスイッチオーバーの試行は表示されません。
- MGWDログには、災害時のスイッチオーバーのAPI呼び出しが表示されます。
