MetroCluster Tiebreaker は、再起動後に誤った監視状態を報告する場合があります。
ISL（サイト間リンク）が切断されていない場合、このバグが適用される可能性がある。

例：
MetroCluster: ClusterA
   Disaster: false
   Monitor State: All Links of cluster "ClusterA" to its DR cluster is severed
   
MetroCluster: ClusterB
   Disaster: false
   Monitor State: All Links of cluster "ClusterB" to its DR cluster is severed
